Who we are

Exeter City Council is an ambitious local authority focussed on creating a city that is inclusive, healthy and sustainable, with a great quality of life and a thriving city of culture. Our city is a great place to work, live, study in and visit.

We strive to deliver quality services that our residents and communities can depend on.

We are delivering on our five Corporate Plan strategic priorities. These are:

  • A prosperous local economy
  • A healthy and active city
  • Housing and building great neighbourhoods and communities
  • Net Zero Carbon City
  • Thriving culture and heritage

The Corporate Plan also sets out how we will lead a well-run council, including:

  • A balanced budget
  • Good governance
  • Value-for-money services
  • Customer-focused services
  • Supported and developed staff and members
  • Well-managed assets

Our shared Exeter Vision 2040 states:

By the time they are an adult, a child born in Exeter today will live in a city that is inclusive, healthy and sustainable. A city where the opportunities and benefits of prosperity are shared and all citizens are able to participate fully in the city’s economic, social, cultural and civic life.

The 2040 aspiration is of a city that is:

  • Innovative and analytical
  • Healthy and inclusive
  • A Net Zero carbon city
  • A healthy and inclusive city
  • The most active in the UK
  • Accessible and world class education
  • A leading sustainable city
  • A city of culture

The Council plays a leading and significant role alongside key strategic partners in delivering the aspirations of the Exeter2040 Vision and our five Corporate Plan priorities align with its aspirations.

We embrace our role as a community leader – as a shaper and leader of place that works successfully with stakeholders in the city, across the region and nationally.

We are proud of our record in articulating the needs of the city and its communities, galvanising the support of public and private sectors, securing investment and finding innovative solutions to problems and ambitions.

A summary of findings from the Centre for Cities report, Cities Outlook 2024, shows Exeter has the third lowest benefit claimant count in the country, the fifth lowest level of residents with no formal qualifications in the country and the fifth highest housing stock growth.

The same report highlighted Exeter is among the top 10 - out of 63 UK cities – for population growth between 2012-2022.
